Reliable attendance figures within minutes

The redivision election of the Eems Delta municipality gets a special mention in the history of Dutch constitutional law. In fact, it is the first election to take place in corona time. Thanks in part to Shift2's MijnStembureau app, everything went off without a hitch.

Effective January 1, 2021, the municipalities of Appingedam, Delfzijl and Loppersum will be merged into one new municipality: Eemsdelta. In the preparations to the redivision election on November 18, 2020, Shift2 (formerly Procura) took a lot of work off our hands. As IT partner of the three collaborating municipalities, among other things, it implemented Shift2's election software to relieve officials before, after and during the elections.

The redistricting election is now behind us. Senior Civil Affairs Officer Wilhelm de Vries looks back on a successful day.

Comprehensive test

Two weeks prior to the redistricting election, the app was extensively tested by eight polling station chairs. Thanks to the handout and a PowerPoint presentation with instruction and installation of MijnStembureau app, this went very smoothly. Thus, the chairpersons managed to test the fictitious polling station session in ten minutes. At 7 p.m., the polling station was notified. Five minutes later, the interim turnout was in and at 7:10 p.m. the preliminary results at the party level could be reported, after which the polling station was signed out.

Rap pace

The municipal redistricting election took place on Wednesday, Nov. 18, and that same day the app was implemented. Because of corona, this election was under a magnifying glass. Administrators, both local and national, were very interested in the turnout figures. De Vries: "The fact that we were able to pass these on quickly made the day extra successful. It had been agreed with the chairmen that they would pass on the turnout figures at 10 a.m., 2 p.m. and 5 p.m. We were able to do this within six minutes. To my surprise, we received the data within six minutes of the appointed times. So the Elections Bureau was also able to publish them quickly."
